The 16-19 Bursary Funds have been listed as an agency arrangement in the Academies Accounts Direction and so the grant income and associated expenditure should not be shown in academy revenue budget plans.
The ESFA have confirmed that "Line 103 is included to permit academy trusts to use a proportion of the funds as a contribution towards the trusts administrative costs".
If academies are budgeting income of up to 5% of the bursary funding, this can be included in the budget toolkit under other ESFA grants selecting 103 in the budget forecast column.
