The School Teachers' Pay and Conditions Document (STPCD) has precluded the payment of TLRs to unqualified teachers since 1 September 2014. (Our view is that awards reasonably made under earlier Documents are unlikely to be challenged, although schools should keep them under review.) Schools may wish to consider the award of unqualified teachers' allowance where the teacher has taken on a sustained additional responsibility which is focused on teaching and learning and requires the exercise of a teacher's professional skills and judgment or qualifications or experience which bring added value to the role being undertaken. The school may determine the level of any such allowance as it considers appropriate, in the context of the school's staffing structure and Pay Policy.
